Our People

Harry A. Mullikin, Jr. has practiced public accounting since 1953, joining Holley & Co. in 1954. Most of his experience has been in the areas of audit and income tax, with concentration in the complex audit and tax issues of the banking industry. He is a member of the Exchange Club of Tallahassee and has served on the committee appointed by the Tallahassee City Commission to review and determine the allocation of federal revenue sharing funds.


Charles W. Pennington has practiced public accounting since 1958, when he joined Holley & Co. Whit has been a principal in the firm for over 40 years. His experience has been primarily in the areas of audit and income tax. His audit experience has been varied, ranging from manufacturing and health care to non-profit organizations. He has become particularly knowledgeable in the area of estate taxation. He is also a member of the Exchange Club of Tallahassee.

John A. Madden has practiced public accounting with Holley & Co. since 1970. His experience encompasses the full range of accounting and tax services with particular concentration in the implementation and control of information systems and the tax and accounting issues of petroleum marketers. Off duty, he enjoys sailing and skiing.

L. McRae Harper has practiced public accounting since 1968, beginning with the international accounting firm of Coopers & Lybrand in the Tampa, Florida office. Mac joined Holley & Co. in 1974. While with Coopers & Lybrand, he was assigned to the audit staff and was involved in audit engagements including banks, life insurance companies, manufacturing companies, and not for profit organizations, and since then has been pivotal in the ongoing development of the auditing function of our firm. He coordinates the triennial Public Companies Accounting Oversight Board recertification process at Holley & Co.

Gwynne Y. Parmelee has practiced public accounting since 1980, when she joined Holley & Co. Gwynne came to public accounting from a background in human services, having earned her B.A. in psychology and religion and her M.S. in counselling and human systems. Experienced in all areas of accounting and tax, she has developed particular proficiency in audits of banks, not for profit professional associations, and other not for profit organizations. She is a director of the LeMoyne Art Foundation and a member of the US Amateur Ballroom Dancers Association.

Matthew H. Gilbert has practiced public accounting with Holley & Co. since 1981. Since joining the firm Matt has had extensive experience in automobile dealership and construction industries, professional corporations, information systems, and various areas of individual and business taxation. He completed the AICPA program on Tax Planning and Advising for Closely Held Businesses in 1993 and is certified by the Florida Department of Revenue in sales and use tax under the Certified Audit Program.

Our History

Our firm was founded by James D.A. Holley in 1946 and was successor to the accounting practice founded by Mr. Holley in 1927 in Tampa, Florida. Mr. Holley retired in 1973. James D.A. Holley & Co., P.A. is now a professional association consisting of five shareholders, all of whom are long-term residents of the Tallahassee area. All of our principals received their undergraduate and graduate degrees from Florida State University. We feel that the growth of the firm's practice should be concentrated in Tallahassee and the adjacent North Florida and South Georgia communities as it is at the present time.

Our Credentials

James D.A. Holley & Co., P.A. is a member of the American Institute of Certified Public Accountants and the Florida Institute of Certified Public Accountants. Our firm is a member of the Center for Public Company Audit Firms of the American Institute of Certified Public Accountants and the Public Company Accounting Oversight Board (PCAOB). As members of these organizations, we are required to undergo a peer review for public company audit firms under quality control standards set by the Center for Public Company Audit Firms and the PCAOB. We have completed all required peer reviews, and our firm is qualified to practice before the Securities and Exchange Commission.
